"National Evaluation of the State Children's Health Insurance Program: A Decade of Expanding Coverage and Improving Access," Mathematica Policy Research:The study examine states' progress in conducting outreach, avertingsubstitution, improving access and reducing the number of uninsuredlow-income children. Although some gaps remain, the report states thatSCHIP improved children's health coverage and reduced the number andrate of uninsured children. According to the report, the percentage ofuninsured low-income children fell from 25% to 20% between 1997 and2003. The report also includes recommendations for reauthorizationlegislation. Mathematica also released a new issue brief summarizing the organization's comprehensive seven-year evaluation of the program for CMS (Mathematica release, 9/20).
