The State of California did not enact the Fiscal Year 2008-09 budget by June 30, 2008. The Department of Health Care Services (DHCS) directed the fiscal intermediary (EDS) to continue to pay Medi-Cal practitioners per federal mandate and continue to pay Medi-Cal institutional providers through the Medical Providers Interim Payment (MPIP) fund until the loan is exhausted.
Most Medi-Cal institutional providers are receiving their last payment with the warrants released July 24, 2008 and an Electronic Fund Transfer (EFT) date of July 28, 2008. Following this payment, there is sufficient funding remaining in the MPIP fund to pay the following Medi-Cal institutional providers with warrants released on July 31, 2008 and an EFT date of August 4, 2008:

* Rural Health Clinics and Federally Qualified Health Centers
* Free Clinics
* Community Clinics
* Chronic Dialysis Clinics
* Multi-specialty Clinics
* Surgical Clinics
* Exempt from Licensure Clinics
* Rehabilitation Clinics
* County Clinics not associated with Hospital
* Alternative Birth Centers – Specialty Clinics
* Breast Cancer Early Detection Program/Cancer Detection Programs: Every Woman Counts
* Home and Community Based Services – Nursing Facility
* Tribal Health Program
Medi-Cal institutional providers who did not receive payment with warrants released July 31, 2008 and an EFT date of August 4, 2008 will not receive a payment until the Budget is enacted.
